Bug#87228: hylafax-server: hylafax-server is incompatible with syslog-ng

It seems the hylafax packages are unmaintained. Most bug-reports are over 
2 years old.

If hylafax-server only works with sysklogd, and not with syslog-ng, it 
should conflict with syslog-ng, because:

# apt-get install hylafax-server
