RFC: Set the severity of withdrawn packages to minor

Hi,

I'd like to suggest that we change the severity of WNPP bugs for withdrawn
packages (packages removed from Debian that are waiting in
project/orphaned for a new maintainer)  from "wishlist" to "minor".
Currently withdrawn packages are a bit hidden between all the ITPs that
are also "wishlist".

Any opinions about this proposal?
