Bug#113277: klisa should not started if disabled in /etc/runlevel.conf

Hello
The current behaviour of the klisa package to unconditionally start klisa is
not good. People could like only running the reslisa daemon which does not
send so much pings into the local net and therefore have klisa put out
in the /etc/runlevel.conf or /etc/rcX.d. The postinst script should honour
this.
A solution would be to check in the prerm script if klisa is running and then
only restart it in the postinst script if this condition is true.
