Bug#104894: Build failure on hppa (at least)

The defects have been sitting in the wanna-build database for a while,
but no one had filed the defects against the packages.  I made the mistake
of assuming that the mass filing had been discussed when I accepted the
task of 'getting the bugs in the bts where they belong'.

Both hppa and ia64 require that shared libraries only contain code built
with -fPIC, as per the standard.
