Quite.  My bug was not about the fact that these files are conffiles;
any files under /etc should be conffiles or otherwise handled sanely
as configuration files.  My bug was about the fact that the way these
files have been handled during an upgrade means that the administrator
gets asked about every one of them by dpkg.  This is annoying.  Plus I'm
sure if you look hard enough you can find where Policy says not to prompt
the user more than necessary.
