Well, times change and so do apsfilter versions ;-)
Don't know, which apsfilter version is in use in the latest
stable Debian release...

But as you tell, you are using apsfilter 5.1 which is pretty old.
Why don't you simply switch over to apsfilter version 6.0.0 ?

Or by getting the latest developement snapshot via remote cvs,
which is explained in detail on the support page (www.apsfilter.org).

The developement version soon will become the new stable version.

Here the handbook in the latest version, which soon will be
put onto web server ...

There you'll find the features to set the print quality
via commandline arguments to the lpr command ...

I suggest get apsfilter-current via remote CVS...
