Bug#68806: Missing dependency to debhelper in dot-forward-src

Errors:
It is impossible to compile dot-forward-src, if debhelper package is not
installed. debian/rules script requires bunch of dh_* files to compile.
Possible solutions:
a) add dependency
b) use other commands instead (like fastforward and other qmail related
packages).
