Bug#79693: tunnelv: does not retry if network not reachable

If the site tunnelv is trying to connect to is unreachable, it does not
continue to retry.  When used with something like a dial-up modem, this
means it will try to start once, fail because the connection is
established, and never try again.

I'm using the init script I suggested in bug #74969.
