Bug#72950: Cucipop doesn't let people log in anymore

Ok, do not I run cucipop as a daemon, but I have tested it here and I have
no problems.

Anyway I wonder why cucipop is started as root from inetd. Maybe I'll
change this in -15.

No, sorry... no ideas. In the next days I'll test cucipop here running not
as root from inetd. When I see no more problems I will close this bug with
the next upload.
