Bug#60100: cucipop 1.31-5: makevpopdb don't works

Version: 1.31-5

I'm using debian stable 2.1r4. I can't create virtual database file for 
cucipop with the command makevpopdb as show here:

www2:/etc/mail# makevpopdb /etc/mail/vpop.db
makedb2: Can't create /etc/mail/vpop.db
www2:/etc/mail# makevpopdb foobar
makedb2: Can't create foobar
www2:/etc/mail# makevpopdb anyfiles
makedb2: Can't create anyfiles

www2:/etc/mail# uname -a
Linux www2 2.0.38 #6 ven mar 3 21:47:02 CET 2000 i686 unknown

www2:/etc/mail# ls -l /lib/libc.so.6
