Bug#59605: cucipop: Bulletins do not function correctly - requires DB2 support compiled in.

Bulletins will work under cucipop, but it will not remember which users have 
seen which bulletins; all users get copies of all bulletins every time they 
check mail.

A snippet from the Makefile of the original Cucipop:

> # Omit USE_DB if you don't have the -ldb2 library (Berkeley DB, v2.x)
> # WARNING: bulletins are not remembered to have been deleted without USE_DB

But further examination of the modified Makefile indicates that both -DUSE_DB 
and -ldb2 are commented out.

Obviously, compiling this in would require a dependency on package "libdb2" - 
but given that the current Perl in frozen/unstable also requires libdb2, this 
is pretty much a no-brainer.
