I don't know. I think it sends a message to a bug report without
sending back the acknowledgement.

I don't have the exact patch used. You can look through the
cucipop_*.diff.gz file in the source archives, although the patch
is mixed in with all the other changes for Debian. It was going
to be possible to retrieve old bug reports but I don't know if
this is implemented yet. You could get the bug report number
from /usr/[share/]doc/cucipop/changelog.Debian.gz.
