remember -- file RC bugs against base pkgs when appropriate



I'd like to remind all the hackers here that it is *critical* to file
RC bugs against broken stuff in base which isn't working the way it
should.

Unfortunately we are front line testers for the base system since no
one in the real work really runs base-only systems.  There is a *lot*
of stuff still broken.  I pulled out some of the cruft like stdc++2.9
and perl-5.005 (not base) and libdb2 so that that the errors can sift
out.

But we can't expect these bugs to be fixed unless we file the bugs!

I'm CC'ing the QA team because I'm hoping we can get their support in
(a) pestering base pkg maintainer, and (b) NMU'ing when needed.  This
is important because bugs in base packages can grind boot-floppies to
a halt.

Notably, I just filed an RC bug against lilo (Bug#49948) which
prevents the proper creation of base2_2.tgz, and earlier, a bug
against makedev (Bug#49934) which would prevent boot-floppies on Alpha
from building.
