Sorry, but how can you say there is no point ?  For people with no
direct network connection, using eg. apt-zip to install/upgrade stuff,
it is highly frustrating to realize after installing a package that it
cannot work because of a _missing_ dependancy.  We have a packaging
system which can help in this respect, and I do not consider "it's not
automated" to be an Good Reason (tm) - package maintainance is not
automated, anyway ;)  I mean, other things could probably be
automated, and the fact they are not yet does not seem to me a reason
for not doing them manually in the meantime - I guess Debian did not
always had dpkg-shlibdeps, am I wrong ?

As for automation, I'm not sure how easily it's done.  Many packages
do not just "add -dev", some first strip the version number, and some
do not for perfectly valid reasons.  Perhaps some shilbsfile-like
solution could do the trick ?
