It should not be a fatal error to run tkman on a machine without lpr.
I don't have a printer; I don't see why I should have to install lpr.

(Probably you should just forward this upstream.)

If you choose not to fix this, could you put a note in
/usr/doc/tkman/README.Debian explaining that tkman depends on lpr
because the upstream source put an explicit check-for-lpr-or-die in
tkman?  It might save somebody a few minutes of bewilderment somewhere
down the line...
