the documentation (man fvwm2 then in the searcher type /system.fvwm2 ) say
the system path is /etc/X11/fvwm2 and not /etc . but it's wrong:

in the same manner system-wide dir .fvwm2 is searched in /etc not
/etc/X11/fvwm2
temporary fix:
cd /etc
ln -s X11/fvwm2/system.fvwm2rc
ln -s X11/fvwm2/.fvwm2
or copy them in $HOME
