Bug#26316: marked as done (fvwm2: convert_users should not be done by default)

Altering users files is evil.  Not allowing the admin to prevent this
occuring is even more evil.  Personally I would prefer just a message saying
that there is a conversion program "/usr/doc/fvwm2/whatever".

On an NISed system this really, really bites :-)
