csh appears to be unmaintained (maintainer == debian-qa@lists.debian.org).

Is csh scripting really that bad? If allowable, then both csh and tcsh
would have to be moved to /bin. 

If not allowed, then /bin/csh link might still be required for non-Debian
compatibility. But then, the admin could create it themselves as you say.
The stale link doesn't seem very useful.
