Bug#24942: anacron README.debian unclear.

Here are a few pleases to insert in the following text as needed:

The README.debian contains two items which confused me at first:

1. It tells the user to do what the package install has already
done, this is obviously wrong and should be corrected to
clearly indicate who does what.

2. It describes a setup different from the README file, but
fails to explain why this extra complexity is at all beneficial.

It takes some creative thinking to realize why this is better
than the original.  Although in the end, it struck me.

A rewrite would make life and system administration easier
(life becomes easier because less time is spent on the latter).

I am now using Debian 2.0 kernel 2.0.33 (compiled by me) libc-2.0.7.
