Bug#23355: On closing of bugs

I think this needs clarification. There is a problem with non-active
maintainers or maintainers that have gotton lost.
In conjunction to multi-maintainer packages and groups maintaining
packages, not so strong handled one-man maintainerships etc. this
part needs to be discussed.
Please consider this report as a reminder.
