I didn't look at your files. However, you can't put anything before
AC_INIT and expect it to work. I agree you shouldn't see this
particular error message from autoconf.

unstable we hereby close the associated bug reports. We are sorry
that we couldn't deal with your issue properly.

can still be found using https://snapshot.debian.org/.
Please note that the changes have been done on the master archive and
