Dear FTP masters,

please remove autoconf2.13. #1081532 was filed to keep it out of 
trixie, and that happened. It is orphaned in Debian and obviously 
obsolete.

xemacs21 still build-depends on it, but cannot enter testing anyway. 
Please remove autoconf2.13 and break xemacs21.
