I agree that disabling the rate limit will fix the issue (though at a
cost, as you pointed out yourself). However, in dictd-1.13.1+dfsg-1.2,
the `StartLimitIntervalSec=0` setting is in the wrong place and thus
has no effect: It belongs in the [Unit] section rather than the
[Service] section of the service description.
