Please remove hpanel from Debian. Its last upstream release was in
2002. Upstream declares it as discontinued:
http://phrat.de/downloads.html

It was orphaned in Debian in 2019. Its last maintainer upload was in 2012.

If I read https://bugs.debian.org/887467 correctly, it doesn't
actually work correctly on amd64. A patch to fix this was proposed in
2018 and ignored.

There are many other desktops and window managers in Debian.
