Essentially, if one mounts the cpuset/cgroup filesystem at /dev/cpuset,
but doesn't then create a cpuset explicitly, any cpuset_() function will
engage in undefined behavior (usually manifesting for me as a core).
Creating and entering a cpuset resolves the issue.
