I am using ngetty (1.1-2) which doesn't use /etc/inittab but invoked by /etc/init.d/ngetty. Since ngetty works differently than traditional getty, we don't need entries in /etc/inittab; single ngetty process watches all ttys and login processes simultaneously, and it runs forever. Perhaps, init assumes that it needs to watch some processes (such as getty) to be respawned.
