CDBS is being sunset

There are now less than 10 users left of
/usr/share/cdbs/1/rules/autoreconf.mk

This integration layer could be pruned.

Please help by moving this package to
a simple short DH sequencer build.

With compatibility level 13,
autoreconf is even enabled out of the box
without any extra action needed anymore.
