This would lead to the inability to build smuxi, and as a side-effect to its removal from the archive too. If cli-common is not really required to build smuxi, maybe a build-depend on mono-devel would be enough to keep that package building. Otherwise there is no real alternative outside of the removal of both cli-common and smuxi, or someone actually taking over the maintenance of cli-common (this is not going to happen unless you decide to adopt it yourself).
