Bug#1112302: logtop FTCBFS: upstream Makefile hard codes the build architecture pkg-config

logtop fails to cross build from source, because the upstream Makefile
hard codes the build architecture pkg-config. I'm attaching a patch to
make it substitutable via the standard PKG_CONFIG variable. Please
consider applying it and forwarding it upstream as it is sufficient to
make logtop cross buildable.
