Bug#1112296: pal: please enable verbose build logs

Hi,

currently pal does not include the full command line arguments passed to the
compiler and linker in its build logs. Here's a snippet as an example:

 [gcc debug] main.c
 [gcc debug] colorize.c
 [gcc debug] output.c
 [gcc debug] input.c

Policy 4.9.1 says that the package build should be as verbose as
reasonably possible to make life easier for porters and bug squashers
more generally:

Dropping the '@' from the Makefiles when invoking CC should be
sufficient.
