Please unblock package biboumi

[ Reason ]
Fix #1109758 to get rid of botan v2 dependency.

This change is meant to be a preparation for fixing #1109756.
Please consider raising the #1109756 severity so that the other
remaining blockers can be fixed until the full freeze.

[ Impact ]
This disables TLS for the package.
biboumi is the only blocking package that loses some functionality.

None.

[ Risks ]
Some people may use the TLS functionality. In general, this orphaned package
does not seem to be used a lot.
