Bug#1109563: dpkg-cross should mark converted packages as multiarch foreign

In order to allow foreign cross-toolchain to be installed, the
dpkg-cross converted packages needs to be marked multiarch foreign.
Helmut intends to handle the problem.
# apt-get install gcc-i686-linux-gnu:amd64 gcc-14-i686-linux-gnu:amd64
