Bug#1107206: plptools: Please update to latest upstream version

Upstream maintainer here.
I note that the Debian package is over a decade out of date; while plptools
has not exactly been rapidly developed in that time, it has had quite a few
bug fixes and new releases.
I think the other problem is that the Debian maintainer is MIA, and my
attempt to take over the package in October 2014 (I’m a DM) appears not to
have succeeded.
