Dear Maintainer(s),

sgml-base depends on dpkg (>= 1.16.4), which shipped in Debian 6.0
(Squeeze) in 2014, 11 years ago. dpkg is prio: essential, so this
dependency is no longer needed.

Dropping the explicit and unnecessary dependency eases building a
package-based minimal, read-only initrd with the maintainer scripts
being ran at image build time, as we can install packages and then
remove apt/dpkg using --root from outside without removing sgml-base,
which is pulled in by xml-core and other packages.

Given this package is in the QA group, I'll shortly upload a DELAYED/5
NMU, debdiff attached. Will push to salsa once it's in unstable.
