I've applied the attached debdiff in Ubuntu to fix the issue, as it
prevents llvm-defaults from migrating.

Init: systemd (via /run/systemd/system)
LSM: AppArmor: enabled

This is now happening in Debian as llvm-defaults has switched to 19 in unstable. Please consider applying that patch.
