I'm the new upstream for all OSSP software (https://sr.ht/~nabijaczleweli/ossp);
as part of this, I've surveyed which OSSP packages Debian still ships,
and ossp-sa is one of them.

The last upstream release was in 2005-10
(https://git.sr.ht/~nabijaczleweli/ossp-sa/refs ‒ SA_1_2_6).
The last maintainer upload was in 2007-07.
The package has been orphaned in 2014 by another developer in #741474
(I preemptively ITAed it to evaluate for salvage/removal; this is basically RoM).
The packaging is... definitely 2007. Unbreaking it has been the only
activity (bug-wise and upload-wise) on this package, ever.

The popcon is inst=1 (old=1). I struggle to think who would /ever/ want
to use this, especially in the context of "having a standard socket API"
(the bulk of the library

 is ifdefs for a pre-standard-socket-API world and parsing; the USPs

 are "absolutely nothing" or "this is getaddrinfo()" or "everything has this").

It is not worth the effort of maintaining it, and wasn't for a decade.
There will never be a new upstream version.
