My own computer has LANG set to a UTF-8 value. I have a little server on my
home network which runs Sarge, also set for UTF-8. 

I run telnetd on the little server (because it is *little* I do not want to
install reportbug + python on it, so I report this from my main machine).

The problem occurs when I telnet to the server and type something in
Japanese (either in an editor like vim or joe, or just at the bash prompt).
Specifically, it occurs when I type the word 東京 (Tokyo). More
specifically, it happens when I enter the first character of this word, 東.
The three bytes which constitute this UTF-8 character are e6-9d-b1. Other
characters (like the second character in 東京) do not seem to cause problems
(but I did not check them all, there are quite a lot of them).

The symptom is that the program I am using stops working, and the text 

telnet>

is displayed. I now really seem to be in the raw telnet shell; for instance,
if I type "help" a summary of the telnet commands (close, logout, etc.) is
displayed (and if I type "quit" the telnet connection is indeed closed). The
original program I was in (an editor or the bash shell) seems to have
disappeared. Often (not always) it comes back after entering a few returns.
But I still cannot enter "Tokyo". So I marked this bug important ("a bug
which has a major effect on the usability of a package, without rendering it
completely unusable to everyone"). telnetd is certainly not unusable, but it
is if you want to send the UTF-8 character E6-9B-D1.
