First of all thank you for maintaining apt-listchanges as long as you have.

I know that you have made some changes so users can either explicitly
use it to call the network or have -no-network although do not know
for which use-case that option has been given ?

In some runs I have seen it hangs, for e.g. the ongoing run  -

It is now 15 minutes since it is like this. It should not hang
indefinitely. It should give a timeout and ask whether we want to try
again or something which was the behavior before IIRC.

On another run many a times, the changelog would be downloaded and displayed.

Another thing which seems to be missing is percentage of how much of
the changelog is downloaded and at which speed which again IIRC was
the norm before.

Looking forward to seeing both the functionalities in apt-listchanges again.

Since release 3.12 of apt-listchanges it has enforced a two-minute timeout on downloads so believe this issue is resolved, so I'm closing it. Please open a new ticket if you see it again.
