I have tested the default and gtk frontends for apt-listchanges on KDE Plasma desktop in Konsole with both Xorg and Wayland in Debian Bookworm, and it's working fine in all of those test cases, so I believe this issue is resolved. Please reopen this bug or open a new one if you think otherwise.
