Note that debian/rules has:

override_dh_installinit:
dh_installinit --no-start --no-enable
override_dh_installsystemd:
dh_installsystemd --no-start --no-enable
```
So do you agree that the severity of this bug report should be downgraded
(maybe even closed)?
