installed and there is no other package providing rsh-client:

This is caused by a recent change in openssh-client:
openssh (1:9.1p1-1) unstable; urgency=medium

* Remove obsolete and misleading rcp/rlogin/rsh alternatives, and stop
providing rsh-client (closes: #197037).
A simple fix for this issue is changing the Depends field from:
openssh-client | rsh-client
to:
rsh-client
