Bug#1018973: mingetty: inconsistent /dev/vcsa* permissions

This is a weird mixture of root:tty 660 and root:sys 600.

I believe this is caused by 204967-resetpermissions.patch. This patch might have made sense in 1990s when login(1) was changing ownership of /dev/vcsaN devices to the logged in user; but it doesn't serve any purpose these days. Please drop it.
