hotswap is software for managing IDE drives, relying on the old
CONFIG_IDE=y IDE subsystem in the kernel. This was designed for
Linux kernel series 2.4.

On no Debian release architecture any current kernel enables
CONFIG_IDE. Therefore, in a normal Debian setup, this package cannot
be used.
Users of non-release architectures can always take this from
unstable, which I guess they would need to do anyway.

Should it be shipped with bullseye, then?

I'll consider raising priority of this bug over time, probably
rather quick.
