Bug#1005385: Every time is opened a message recommending to upgrade to the new upstream version is displayed

Every time Tupi is opened, a window appears with a message announcing that a new version is available upstream accompanied by an explicit "we recommend upgrading". This window does not have a deactivation checkbox. It is not possible to disable it in Preferences either.

I seem to remember that upstream new version announcements are considered 'serious' severity bugs in the official repository packages for being a 'severe violation of Debian policy', but finding no reference in a quick reread of the Debian policy I use the 'normal' severity label.
