I face an issue when installing libnss-ldap in a chroot environment

Error message is:

It fails because invoke-rc.d does not find /etc/init.d/nscd.

The error occurs in a command:
/usr/sbin/chroot /target/7310d9af/root /usr/bin/env DEBIAN_FRONTEND=noninteractive /usr/bin/apt-get install --force-yes --assume-yes openssh-server nscd nfs-common libpam-ldap libnss-ldap nscd ruby ruby-dev rubygems and_other_packages

To be sure, I forced the install of nscd, but it should not be necessary as when installed on desktop we see that nscd is a dependency.
In the installation log I can even see:
