Bug#1015946: vim-rails: remove strict dependency on vim-addon-manager(1) and migrate to dh_vim-addon(1)

Dear maintainer,
The Vim team decided to declare vim-addon-manager(1) deprecated. Please
remove the vim-addon-manager package from the Depends list. We advise to
switch to modern dh_vim-addon(1) if you use Debhelper.
Migration checklist:
1. Remove vim-addon-manager from Depends.
2. Remove postinst, preinst, prerm maintainer scripts or their parts calling VAM.
3. Add dh-sequence-vim-addon to Build-Depends.
4. Add substvar ${vim-addon:Depends} to Depends.
5. Create file debian/vim-rails.vim-addon in the source directory.
6. Symlink debian/vim-rails.neovim-addon if your plugin works in NeoVim.
