When you start a command with a string embedding newlines, like:

$ cvs ci -m '- some change
- some other change' 

... then filename completion after the 2nd quote does not work, just as if we
were inside a string.  Removing the 2nd quote or adding a new one allows
completion, which seems to confirms the diagnostic.

I guess readline only looks till last newline instead of looking up to the
beginning of the command-line.
