This would have been because the package was introduced to support a
specific dependency chain and, at the time, there was no request for
Gluster support.

I have now orphaned the package on behalf of team+freexian (it no longer
has an active maintainer), so the correct thing to do here is simply
file a wishlist bug against the package. I've CC'd the QA group mailing
list, where orphaned packages are handled, but the list is not the place
to request this change. Report a bug against tcmu if you want anything
to change. You may also choose to make the change yourself, via a

Adding this support would be easier with a volunteer available to test
that it actually works, so the more you can do yourself, the more
likely it is that this orphaned package can be updated. (I certainly
have no ready way to test glusterfs support, for example).

It would appear that https://packages.debian.org/unstable/libgfapi0 is
what is referred to for this support, via
https://packages.debian.org/unstable/libglusterfs-dev 

(I have not tested whether tcmu compiles correctly with the version of
libgfapi in Debian.)

Something like this is unlikely to be specified in the changelog unless
there was a bug report to introduce it or remove it. If there was a
particular reason not to support an optional part of a package, that
could also appear in a README.Debian or README.source in the package.
