Bug#990833: FTBFS: BUG_STAT_MISSING needs to be undefined

Dear Maintainer,



The BUG_STAT_MISSING flag is defined and builds fine with gcc 10.2, but

when 10.3 comes around (see corresponding launchpad bug [0]), this value

needs to be undefined.



Before the d/rules overhaul [1], there was a CPPFLAG to undefine

BUG_STAT_MISSING and the gcc command had both -DBUG_STAT_MISSING

-UBUG_STAT_MISSING. Rather than re-add -UBUG_STAT_MISSING, I propose

deleting it's mention all together from the list of flags.
