Very bad idea. Please uninstall it and your problem will be fixed.I'm going to reassign this to opentmpfiles. It should not provide systemd-tmpfiles as long as it is not compatible with it. Bumping to RC accordingly. This way users might have a chance to be warned about installing this package.
